How to become a notary public in California

California has specific requirements for notary applicants. Here is every step in order, with links to the official sources you need. Nothing on this page is legal advice — always verify requirements directly with the California Secretary of State.

Meet the basic eligibility requirements

You must be at least 18 years old, a legal California resident, and able to read and write in English. You cannot have been convicted of certain crimes — see the SOS handbook for the full list of disqualifying offenses.

Complete the required education

New applicants must complete a 6-hour state-approved notary education course. Renewal applicants need only the 3-hour refresher. Both must come from an SOS-approved vendor.

Pass the state notary exam

You must pass a proctored exam administered by Cooperative Personnel Services (CPS HR). Bring a valid photo ID and your course completion certificate.

Complete a background check (Live Scan)

Submit fingerprints through the Live Scan system for a DOJ and FBI background check. Many UPS stores and police stations offer the service.

Submit your application to the Secretary of State

Mail your completed application, the fee ($40 as of 2024), and your course completion certificate to the SOS. Do not submit before passing the exam and completing Live Scan.

Receive your commission and file your oath and bond

Once approved, the SOS mails your commission. Within 30 days you must file your oath of office and a $15,000 surety bond with your county clerk. Missing this deadline voids your commission.

Purchase your notary seal and journal

California law requires an official notary seal and a sequential journal of all notarial acts. Both must meet state specifications. Purchase from any approved vendor after receiving your commission.
